  Environmental Specialist Trainee

Definition

Under the direction of environmental program leaders performs technical work, involving the application and utilization of knowledge in identifying, solving and alleviating environmental problems.

An employee in this class receives training under direct supervision, which will lead to full performance on a higher level. Performance of work is in accordance with established laws, rules and regulations.

Duties (Not all Inclusive)

Assists in investigation and research of complaints received from the general public and other government agencies primarily of pollution in the environment. Research consists of reviewing books, articles, etc., relative to the subject.

  • Assists in the documentation of evidence of violation found in the environment.

  • Collects water and pesticide samples for the purpose of laboratory analysis.

  • Aides in providing technical assistance to fishermen and other resource user groups.

  • Participates in carrying out maintenance of equipment and facilities used in research programs.

  • Prepares data summaries.

  • Prepares data summaries.

Factor I - Knowledge required by the Position

  • Knowledge of the principles of natural science as it relates to environmental control, and its natural habitat.

Factor 2 - Supervisory Controls

Work is performed under the direction of the Assistant Director, Environmental Protection. Assignments are reviewed upon completion by the supervisor to determine progress, adequacy and correctness.

Factor 3 – Guidelines

Guidelines include departmental policies, procedures, environmental literature, where applicable, and records of previous projects.

Factor 4 - Complexity

Work at this level is routine training to gain familiarity with subject matter.

Factor 5 - Scope and Effect

To assist in providing information which will be beneficial in alleviating major environmental problems. It is also to improve cultural awareness of the environment to the public and organizations.

Factor 6 – Personal Contacts

Contacts are made with co-workers, the general public, the boating population and agency representatives.

Factor 7 - Purpose of Contacts

To provide information relative to environmental control, as well as to elicit cooperation in the gathering of data, and the matter of collecting and reporting such.

Factor 8 - Physical Demands

The work requires bending, stooping, standing and walking. May have to swim or scuba dive when necessary.

Factor 9 - Work Environment

Work is performed in an office, a laboratory, field environment and in the sea. May be exposed to hazardous wastes and other toxic chemicals.

Minimum Qualifications

High School Diploma, preferably with twelve (12) semester credits in Biology leading towards completion of an A. A. degree in a science related field.

 Environmental Specialist I

 

Definition

This is a standard position description for use in an environmental program in which the application of scientific principles and technical practices to the protection and optimum use of air, land, fish and water resources as well as the management of urban development, leads to an improvement in the health and well being of people and their environs.

Duties (Not all Inclusive)

  • Performs inspections on sewage treatment plants, water, soil etc., to determine compliance with environmental protection laws. Visits sites.

  • Accepts permit applications from the general public relative to the type of business they are in. Reviews applications to determine accuracy and completeness. Performs the necessary steps required to bring application to completion.

  • Collects water samples, pesticide samples etc. for the purpose of laboratory analysis.

  • May perform scuba diving activities to test underwater reefs etc.

  • May testify in investigative/court hearings when necessary relative to environmental violations.

Environmental Specialist II

Definition

This is a standard position description for use in an environmental program in which the application of scientific and technical principles are used.

An employee in this class practices the environmental protection and optimum use of air, land, and water resources, as well as, the management of urban development leading to improvement in the health and well being of people and their environs.

  • Gathers data on environmental issues to assess pollution problems. Performs preliminary environmental analysis, research surveys and studies to determine their effects.

  • Collects soil and water samples to be used in the analysis of environmental pollutants.

  • Conducts investigations into sources of pollution to determine the degree of compliance with appropriate laws, rules and regulations.

  • Compiles statistical data from analytic findings and assist in the preparation of scientific reports and correspondence.

  • Writes reports of a routine nature and provides general information to the public.

  • Works with hazardous substances in cleaning up environmental toxic and wastes.

  • May perform scuba diving activities to test underwater reefs, etc.

Environmental Specialist III


Definition

This is a standard position description for use in an environmental program in which the application of scientific principles and technical practices to the protection and optimum use of air, land and water resources as well as the management of urban development, leads to an improvement in the health and well being of people and their environs.

Duties (Not all Inclusive)

  • Investigates and researches complaints received from the general public and other government agencies primarily to pollution in the environment. Research consists of reviewing books, articles etc. relative to the subject.

  • Makes samples of the beaches, water etc., looking for sources of pollution. These samples are tested, and upon receipt of the results may interpret these results. Makes research- design relative to collecting and interpreting statistical data.

  • Writes reports of a technical and administrative nature, consisting of data and information on environmental samples. Makes analyses of the data obtained. Submits reports (305B) Water Quality Assessment Report to congress.

  • Performs technical review of environmental Assessment reports, to be able to make a sound judgment concerning environmental impact.

  • Monitors contracts assigned to various contractors to ensure performance according to specifications (use of, correct materials etc.) for the purpose of conducting an adequate study.

  • Documents evidence of violations found in the environment, and makes recommendations as to what forms of disciplinary action should be taken.

  • May testify in Administrative/investigating or court hearings when necessary, relative to environmental violations.

  • Drafts preliminary work plans (a series of steps that must be completed) to ensure compliance with the Federal EPA standards.

  • Works with hazardous substances in cleaning up environmental toxic and wastes.

  • Serves as lead worker in ensuring that work plans are met and completed.

  • May perform scuba diving activities to test underwater reefs etc.

  • Performs other related duties as may be required.

Environmental Engineer


Definition

This is professional engineering work to protect or improve air, land, and water resources in order to provide a clean and healthful environment.

An employee in this class works under the supervision of a higher level officer, but is expected to work with a minimum of supervision.

Duties (Not all Inclusive)

  • Works with federal and territorial agencies performing inspection to detect water pollution, air pollution, and pesticide and ground pollution.

  • Performs inspections to determine compliance with environmental laws and regulations.

  • Performs visible emission evaluation.

  • Participates as an observer in stack tests.

  • Performs inspections to determine compliance with consent decrees and orders, investigation plans, compliance plans, and corrective action plans.

  • Performs inspections on all types of facilities capable of producing or dispensing pollutant, to determine compliance with laws, regulations, permit conditions and compliance plan milestones.

  • Conducts community outreach activities.

  • Conducts enforcement, documents findings and violations, and prepare enforcement actions for review by counsel.

  • Makes recommendations on how elements of proof can be established and introduced.

  • Writes technical, scientific reports, and prepares and presets written and oral expert testimony in court trials, depositions, public hearings, adjudicatory hearings, etc.

  • Participates in, advises, and assists in environmental emergencies and disasters, response to hazardous materials and petroleum releases.

  • Assists in the preparation, development, and review of the Territorial and/or Departmental Emergency operation Plan.

  • Investigates and documents citizens complaints, and works with management and the public to resolve problem areas.

  • Collects all environmental samples, interpreting and analyzing findings; then advising management of the correct actions to take regarding the problem areas.

  • Acts as the lead worker, ensuring that the work plans other commitments are achieved.

  • Performs other related duties as may be required.

Factor I - Knowledge Required by the Position

  • Knowledge of environmental science and engineering concepts principles and practices as they relate to Pollution prevention, control, and environmental conservation.

  • Knowledge and skill to assess the impact of the agency's activities on public safety, ecology, and environmental involving matters directly or closely related to public welfare and protection of natural resources.

  • Knowledge of other related engineering and science disciplines.

  • Knowledge and skill to adopt and apply engineering technologies, practices, and methods in evaluating engineering plans and drawings to solve numerous environmental problems.

  • Knowledge of methods, procedures, and purposes of investigations, sampling and analysis.

  • Knowledge of federal and territorial environmental laws and regulations.

  • Ability to communicate orally and in writing.

Factor 2 - Supervisory Controls

Supervision is received from a higher level officer, with some guidance from managers such as Directors, and/or Assistant Directors. The incumbent is expected to plan own work, and work with minimum supervision. Work and performance are evaluated through assignment and evaluation of work products.

Factor 3 – Guidelines

Guidelines include territorial and federal laws and regulations in addition to departmental policies, procedures, executive orders, engineering manuals, publications, construction plans and specification and accepted professional practices. The incumbent is required to apply guidelines to new and unusual situations.

Factor 4 - Complexity

Work assignments include the full range of industries and institutions, each including complex features that vary from one facility to another. Some independent decisions are required and standard practices are applied to individual problems and assignments prior to consulting with supervisor.

Factor 5 - Scope and Effect

The purpose of this position is to review plans and projects of moderate scope, associated with construction and design of new or renovated facilities affecting environmental quality and ensures engineering data is compiled in accordance with established laws and regulation. The incumbent will study, analyze and evaluate environmental -problems and develop solutions to environmental problems

Factor 6 - Personal Contacts

Contacts are made with federal and local environmental officials, the general public, professional and people from other agencies or private industries.

Factor 7 - Purpose of Contacts

Contacts are made to negotiate compliance with violators, exchange information, coordinate projects, discuss technical requirements and status, to create solutions and to explain decisions rendered.

Factor 8 - Physical Demands

Work involves walking, standing, climbing, bending and stooping. Field work may include physical exertion, and may include exposure to rough terrain, biting insects and adverse weather conditions. Incumbent should be able to lift and carry equipment weighing up to fifty (50) pounds. May be required to swim, skin dive or scuba dive.

Factor 9 - Work Environment

Work is performed in the environment relative to the assigned duties. Work will be performed outdoors where incumbent will be exposed to heat, sun noise and other unpleasant conditions to include hazardous chemicals and materials.

Minimum Qualifications

A Bachelor's Degree in engineering technology, Mechanical Engineering, Chemical Engineering, Sanitary Engineering or Environmental Engineering or a closely related field, and (1) year related work experience.

Special Necessary Requirements

Incumbent must obtain a scuba diving certificate, and an engineering license six (6) months after employment with agency.
